Normally, the phrase "use only as directed" is applied to medical prescriptions, such as pills, or lotions. The strip compares going to school, to going to a doctor. I don't know specifically what the comic is referring to; in the US, public schools are often involved in controversies. www.publicschoolreview.com/blog/subcategory/school-controversies There is a tension between what students are exposed to in public schools and what some people/groups feel is appropriate. Sometimes there are lawsuits or big political fights about what should be allowed in schools. So my sense of the comic is that it was written during or after such a controversy, and perhaps the school system was directed to make some change. I could be completely wrong.

Hello Dil Bert and Dancelover, faithful Peanuts fans,
you could be both right. This Strip was drawn in 1981, it would be too long for me to search what kind of controversies there were at this time. What I retain is that going to school can be hazardous for Linus, and luckily he finds this warning!
